Thanks Wanjiku Revolution for that observation. We will detail this in a book on Kenya's political landscape since the breakway from a single party state. Philip Leakey was the Minister and Richard the KWS boss and there after head of public service and secretary to the cabinet. The PEV is indeed an emotive issue and my friend Millicent Obaso who testified before the Waki Commission has great documentation and insights for a thorough mention in that book we all envisage.
